The pattern has barely changed in twenty years, because it works on people who are already stressed and short on time. Ninety seconds of questions defeats almost all of it.
How it works
The Low Quote Is the Product
It is not a mistake and it is not a discount. It exists to get someone standing at your door while you are locked out, because that is when you stop comparing prices.
By the time the real number appears you have waited an hour, you are still locked out, and starting again from nothing feels worse than paying.
That pressure is the entire mechanism. The number quoted on the phone often covers only the callout, with labour and parts introduced as a separate conversation once work has begun. Frequently the recommendation is to drill the lock immediately, because a drilled lock has to be replaced and the replacement is where the margin is.
Many of these calls do not reach a locksmith at all. They reach a call center that sells the job on to whoever will take it, which is why the greeting is generic and why nobody can tell you which company is coming. There is no relationship to protect and no reputation attached to the outcome.
None of this requires you to be gullible. It requires you to be locked out, which happens to everyone eventually. The defence is asking a few questions before anyone is dispatched, while you still have the option of hanging up.

What It Looks Like As It Happens
On the Phone
A very low figure, often quoted before you have finished describing the job. A generic greeting such as locksmith service rather than a business name. Vagueness or irritation when you ask for a license number. No question about what vehicle or what door, because the answer does not change the script.
On Arrival
An unmarked vehicle, or magnetic signs that do not match the name you were given. No identification offered. No interest in whether the property is yours. And within a minute or two, an explanation of why this particular lock has to be drilled.
At the Invoice
A total several times the quote, itemised vaguely or not at all. Cash strongly preferred. No business name on the paperwork, no license number, and no way to contact anyone afterwards about the lock that now needs replacing.

No License Number

Combined with no invoice, this removes every route you would have if something goes wrong.

The moment it happens, stop. You are allowed to decline work that has not started and call somebody else.

Stop before work starts
You are entitled to decline. If the figure has changed from what was quoted and nothing has been touched yet, saying no and calling someone else is the cheaper option even after the wait.
Ask for it in writing first
The new total, written down, before anything begins. Refusal to put a number on paper tells you what the number is for.
Record what you can
Photograph the vehicle, the plate and any paperwork. If you later need to dispute a charge or file a complaint, that is what makes it possible.
Pay by card if you pay
Where you decide to go ahead under pressure, a card payment leaves a route to dispute the charge that cash does not. Do not hand over cash for work you believe was misrepresented.
If you feel unsafe, call 911
If someone becomes aggressive or refuses to leave your property, that is no longer a pricing dispute. Call the police and do not try to manage it yourself.
Report it afterwards
