A Shelter Door That Would Not Latch Cleanly
The standard is not that the lock works. It is that the whole door works, both ways, without forcing anything.

A homeowner in Moore called one spring, mid April, which is when people start thinking about their shelters again after winter. She had gone down to check the space and the door felt stiff. The latch was catching, but not cleanly. She had to push hard and lift slightly on the handle to get it to seat.
That is a frame issue as much as a hardware issue, and it is more common in Moore than people expect, because soil movement after heavy rain cycles is real. I checked the strike plate first. It had shifted maybe a quarter inch, which does not sound like much until you are trying to pull a door shut in a hurry with a siren going outside.
The inside release was binding too. The pivot had corroded from a slow condensation cycle inside the shelter, because moisture gets in and Oklahoma summers are humid even underground. That pivot needed cleaning, lubrication and a new retention pin. The strike plate needed resetting and the frame needed shimming at one corner.
Then I tested both directions before I left. Push the door shut from outside, latch catches clean. Pull the inside release, door opens smoothly. That is the standard on shelter hardware, and it is the part that gets skipped when somebody just swaps a lock.

Hardware Diagnostics
We start with the whole door rather than the cylinder. Latch bolt condition, strike position, frame alignment, inside release pivot, rescue release function and hinge integrity. Alignment is checked with the door closed under normal pressure, because a quarter inch of frame distortion can make a latch that tests fine in isolation bind in use.
Repair and Replacement
Parts follow the diagnosis rather than the other way round. A worn latch bolt is replaced with hardware matching the existing door prep. A corroded inside release is cleaned, lubricated and rebuilt with only the components that need it. Strike resets and frame shimming are done in the same call when the fault is alignment.
Testing Before We Close

How often should shelter hardware be checked?
Pre season is the sensible rhythm, before storm season is in full swing rather than during it. If the door has not been looked at since it was installed, that is the call to make first, whatever the time of year.
The door is stiff and hard to latch. Is that the lock?
Often it is not. Frame swell in summer heat and ground movement after heavy rain shift the strike relative to the latch bolt, and a quarter inch is enough to make a door bind. We verify alignment before replacing any component.
