Locksmithing here is a regulated occupation under the Oklahoma Department of Labor. Anyone telling you the state has no licensing requirement is either mistaken or hoping you are.
Roughly a dozen states license locksmiths at all. Oklahoma is one of them, and that is genuinely useful to you as a customer.
The regulation sits with the Oklahoma Department of Labor, through its Alarm, Locksmith and Fire Sprinkler programme, under Title 380 Chapter 75 of the Oklahoma Administrative Code. The rules cover companies and individuals separately, and they define locksmithing broadly enough to include rekeying, repinning, servicing and opening or bypassing a lock.
That breadth matters. It means the person who rekeyed your house and the person who opened your car were both doing licensed work, not just the one who installed something.

The license classes
Who Is Allowed to Do What
There is more than one kind of locksmith license, and the difference is worth understanding before someone stands at your door.
Locksmith Manager
The senior individual license. Every licensed locksmith company must employ a licensed locksmith manager who is responsible for the operations of that company's office. If a manager leaves, the company has a limited window to name another one. This is the license C&R operates under.
Locksmith Technician
The working individual license. Technicians are licensed in their own right and work for a licensed company. Trainees exist as a separate category and must be registered with the Department shortly after being hired.
The Company Itself
Companies are licensed separately from the people who work for them. So there are two questions rather than one: is the business licensed, and is the individual standing at your door licensed.
The rule worth knowing
Someone Licensed Has to Be On Site
This is the single most useful thing in the whole regulation from a customer's point of view.
On Site, Not On Paper
The rules require a licensed locksmith technician or manager to be present for any work being performed. A license held by somebody back at an office does not cover the person at your door.
Background Checked
Applicants submit fingerprints for a background check through the Oklahoma State Bureau of Investigation. That is a meaningful filter for a trade that opens doors for a living.
Minimum Age 21
Individual license applicants must be at least twenty one years old.
Examined
Applicants sit a locksmith licensing examination administered through the state system rather than self certifying competence.
Renewed Annually
Licenses are renewed each year. Individual licenses expire on the last day of the licensee's birth month, which is why a number alone is worth checking rather than assuming.
Covers Rekeying Too
The statutory definition includes rekeying, repinning and opening or bypassing a lock, so a rekey is licensed work and not an unregulated favour.

The Department of Labor administers the programme and is where unlicensed activity is reported. That is a real avenue and it is underused.

Ask on the phone
Say it directly: what is your Oklahoma locksmith license number. A licensed operator answers immediately because they are asked regularly. Hesitation, irritation or a change of subject is your answer.
Ask again at the door
The company being licensed is not the same as the individual in front of you being licensed. The rules require a licensed technician or manager on site for the work.
